Tsafrir Negbi is a founding partner of Busy, Negbi, Aviani, Cohen, Eyal & Co., and head of the firm’s litigation division together with Oz Cohen-Koren.

Tsafrir Negbi is considered to be one of the most efficient and resolute litigators in the country, and has played a significant role in a long succession of cases of principle, a portion of which constitute guiding principles in Israeli law. As a result of his across-the-board experience and proven professional accomplishments, Tsafrir currently provides ongoing counsel to some of the most influential figures in the Israeli economy, and is recognized by the economic and legal press as one of Israel’s most distinguished lawyers.

Tsafrir Negbi’s expertise includes representation of large institutional and private organizations, spanning legal disputes and complex lawsuits, amounting from tens to hundreds of millions of shekels. His practice comprises the representation of shareholders in private and public companies; complex district disputes; disputes involving several legal systems and foreign law; control conflicts at private and public companies; real estate; infrastructure (including transport, water desalination, and energy infrastructure); class action suits; petitions to the Supreme Court and administrative petitions, particularly in tender law.

Moreover, Tsafrir serves as an arbitrator in intricate arbitration cases, particularly in real estate, banking, energy, and commerce, and is often appointed as arbitrator by the courts.

Three Cases of Note

Att. Negbi presented a case of principle at the District and Supreme Court, which raised the first discussion ever about the reverse triangular merger practice in public companies and the interrelationship of this practice with the purchase offer mechanism.

Att. Negbi represented one of the largest media companies in Israel in a precedent-setting case, whereby the Supreme Court ruled that anonymous content writers on the internet are entitled to remain anonymous and that media companies are not obligated to reveal their identities to parties who believe their publication has harmed them.

Att. Negbi represented one of the largest retail chains in another precedent-setting case involving antitrust law, where the question was raised of whether claims could be made against a government authority due to its improper use of monopolistic power granted to it, by way of fixing an unreasonable price on the commercial zones it manages.

In addition to his successful practice, Att. Negbi serves as the head of the Civil Procedure and Evidence Committee of the Israel Bar Association, Chief Justice at the National Disciplinary Court of the Bar Association, and as a sought-after lecturer among the legal and business community in Israel.

Tsafrir is married to Ravit and is father to Daniel, Yonatan, and Uriah. He is a lover of history, in particular the Establishment of the State and World War II.
